Solar panels to become mandatory on all new builds

Solar mandate makes heat pumps a no-brainer

Energy Secretary Ed Miliband has announced that all new build homes in England will soon be required to have solar panels as standard. Under the government's Future Homes Standard, which comes into effect in 2025, developers and self-builders will need to ensure new properties are built with low-carbon technologies at their core.

For anyone planning new build homes, this regulation brings a clear opportunity to future-proof projects by pairing solar PV with heat pump technology.

Net zero ready homes will need more than solar panels

As reported by the BBC, the government has confirmed that all new homes must be “net zero ready”. That means no reliance on fossil fuel heating, and significantly lower carbon emissions overall. Solar panels will be a key part of that shift, but on their own they only go so far.

To make the most of the electricity generated on site, heat pumps are the natural next step.

Unlike gas boilers, heat pumps use electricity to move heat from the outside air into the home. They’re already far more efficient than fossil fuel heating, but when powered by on-site solar generation, the running cost advantages increase even further.

Long-term benefits for developers and self-builders

This is particularly important for developers and self-builders working to hit strict energy efficiency targets while also creating attractive, cost-effective homes for buyers. A home with a heat pump and solar panels is a home with lower long-term bills, a smaller carbon footprint, and no dependency on volatile gas markets.

Miliband called it “a triple win – cutting bills, creating thousands of jobs and cutting carbon emissions.”

He added, “It will also help us ensure that more of our clean power is homegrown, boosting our energy independence.”

For developers already navigating SAP calculations, Part L compliance, and shifting building standards, the case for integrating heat pumps early in the design process is now stronger than ever. And for self-builders, it presents an opportunity to deliver truly future-ready homes that are both energy-efficient and highly desirable.
